Lobbying Governance Index
Only 44 of the 8,500 companies we assessed demonstrate comprehensive governance of their climate lobbying.
About this index
Large companies conduct climate-related lobbying across dozens of jurisdictions, often through public affairs teams, trade associations and third-party consultants. In most cases, the board and senior leadership have limited visibility over what positions are being advocated in the company's name. This index scores 8,500 publicly listed companies on whether they have governance processes in place to monitor, review and align that lobbying with their stated climate commitments: board-level oversight, regular audits of trade association positions, public reporting and enforcement mechanisms such as withdrawal from misaligned groups.
This is a governance score, not an alignment score. It measures whether a company has processes to oversee its climate lobbying, not whether the lobbying itself supports Paris-aligned policy. A company may score highly here while its actual lobbying positions remain misaligned. For assessments of policy alignment, see our scoring frameworks.
