Cemex has implemented a structured approach to governing its indirect climate lobbying through trade associations, notably by committing to conduct "a comprehensive trade association climate advocacy review to assess the alignment of the associations we collaborate with regarding our climate and environmental objectives" and planning to publish "a climate advocacy review report" and "evaluate separating itself from the association" where positions diverge. This review "consisted of two components: (1) an independent analysis of publicly available information ... and (2) a survey sent to the trade associations," and was "led by the global public affairs team" with results "validated by the global sustainability team," underscoring accountability for its indirect advocacy. However, while Cemex affirms that it "is committed to lobbying and advocating for public policies and regulations in line with the goals of the Paris Agreement," the company does not disclose a formal process for aligning its direct lobbying activities with its climate strategy, nor does it name a specific individual or committee charged with overseeing lobbying alignment, and we found no evidence of board sign-off or dedicated oversight of direct engagement activities to ensure they support its Paris-aligned climate objectives.
