IRPC PCL has established robust corporate and climate governance structures, including Board-level oversight by a Risk Management Committee “chaired by President and Chief Executive Officer” that supervises “climate-related issues,” and a Climate Change Management Working Group led by the “Senior Executive Vice President of Petrochemical and Refinery Operation,” tasked with “monitoring of GHG emissions” and building “awareness and capacity … regarding to climate issues.” However, we found no evidence of any process or policy to govern direct or indirect lobbying activities, no disclosure of who oversees lobbying alignment with its climate objectives, and no committee or audit that reviews advocacy or industry-association engagement for consistency with its climate policy.
